Title: The Guidon Standard Official Flags for County Representation.

Preamble:  The Counties lack a standardized method of ceremonial representation, diminishing opportunities to honor unique heritage and county unionization.  In events where unified display and organized presences are essential, the absence undermines both tradition and cohesion.  A formal guidon flag system would strengthen county representation and promote unity.

(Whereas,) _the establishment of a standardized, officially sanctioned flag for each county, based on individual county representation for whom the count is named after, and

Whereas, shall serve as a ceremonial symbol to promote historical identity, honor, tradition, and ensure uniform representation during official events, then

(Be it Resolved,) That each county be issued a flag that should follow standardized guidon format (20” by 27”, uniform fabric, made in America). Design based on whom the county is named for.

Title: Increased Penalty for Drunk Driving 

Preamble: Currently, the penalty for intoxicated vehicular manslaughter is lower than that of vehicular manslaughter.  I no world should something as improper as driving under the influence be accepted as ‘better’ than or more acceptable than a sober collision or reckless driving.

Where as, this bill is striving towards increasing the severity of punishment intoxicated drivers will receive for violating the law, and

Be it resolved, persons found guilty of vehicular manslaughter while under the influence shall receive equal punishment to those guilty of sober vehicular manslaughter.

Title: Immigrant Aid Finance Reform Act (IAFRS) 

Preamble: New York State and NYC spend billions annually on programs for undocumented immigrants, including housing, healthcare and legal aid, placing a growing financial burden on working and middle-class taxpayers.  As inflation and living costs rise many New Yorkers struggle to access basic services their tax dollars help fund.  This bill ensures that future immigrant aid will be financed through alternative, non-taxpayer sources to relieve residents of future economic strain.

Where as, NYC and State of New York shall prohibit the use of taxpayer funds to support aid programs for undocumented immigrants and instead require that such programs be financed exclusively through private donations, federal grants, or voluntary contribution initiatives.

Be it resolved, all future funding for undocumented immigrants aid programs in New York shall come from non-taxpayer sources including private foundations, not for profit partnerships, or opt-in contribution systems, thereby relieving residents of economic responsibility for non-citizen services.

Provisions for financing Certified Nonprofit and philanthropic organizations and crowd funding and public-private partnerships approved by the Comptroller’s office.

Title: Unmandated Physical Education for Varsity Athletes of 2 sports 

Preamble: This bill will make gym class NOT mandatory for children who play 2 or more varsity sports.  Many High School varsity athletes are already overworked and face immense pressure from sports, especially when they play multiple sports.  Potentially very harmful injuries can be a consequence of gym class competitions.  Moreover, the extra time can be utilized for extra work need to make up school work. 

Whereas, many high school athletes who are over worked and very stressed out, have to attend gym class.

Be it resolved, that high school athletes who compete in 2 or more varsity sports are not mandated to attend gym class.

Title: EpiPen Mandatory in schools 

Preamble: It must be mandatory for schools to carry multiple EpiPens for students who have extreme allergic reaction such as peanut allergies.  This in necessary because it is estimated that in New York 1-2% have a peanut allergy.  Also, EpiPen are very expensive and can be hard for families to obtain.

Whereas, there has been many children who have suffered from allergies, especially while being in school, because of a lack of obtainable EpiPens.

Be it resolved, there will be EpiPens in schools and AED boxes to increase safety of children in case of a medical emergency

Provisions for financing move a portion of the medical budget of schools into these EpiPens.

Title: Seizure Awareness

Preamble: If this bill is passed a learning of seizures will be taught in high school health class and how to deal with them.  Additionally, posters on how to deal with secures will be hung up in noticeable important areas like next to the AED or fire alarms.

Whereas, this should be passed because ways to deal with seizures is not taught in the New York State health curriculum and not properly promoted,

Be it resolved, NY State should teach seizures as a part of a health class and posters providing ways to help people when a seizure happens

Title: Ozimek – Joyce Act (Child Labor Law Amendment of 2025)

Preamble: As it stands now, the law “provides exceptions including for child models, child performers, newspaper delivery and farm work” Youth officials and umpires across the state have claimed the opportunity to do this type of work at eleven, twelve or thirteen taught them a great work ethic,

Whereas, to empower the youth, we the people must pass this Act’s.  This amendment will allow for youth umpires, officials and referees to be allowed under NYS child Labor laws to serve in the capacity they have already been, in most cases.  Additionally, all fines imposed by the state shall be returned to the community it was imposed on., only if a fine was imposed in the last 5 years.

Be it resolved, Section 130 of the NYS Child Labor Law Subsection 2, Title D shall be added and a read “A minor eleven, twelve, or thirteen years of age can umpire, official or referee in compliance with Sections 130, 131 and 132

Title: Volunteer Firefighter and EMS Tax Credit Act

Preamble: Volunteer Firefighters and EMS personal provide the majority of essential emergency services without compensation.  Sacrificing personal time, resources and safety.  This legislation recognizes them and their families’ contributions by offering financial aid in the form of a refundable tax credits.

Whereas, volunteer fire fighters and EMS personal serve critical roles in protecting communities and deserve recognition and support for their unpaid service.

Be it resolved, that all active certified volunteer fighters and EMS personal in the state be eligible to receive a refundable annual tax credit of $1000 an additional $500 for each claimed dependent.

Title: Reforming the Boys State Handbook

Preamble: The current Boys State Handbook lacks sufficient clarity, detailed scheduling and consistent formatting, which leads to confusion among delegates and reduces the overall efficiency of the program.  A more structured, readable and informative handbook is necessary to ensure that participants are well-informed, oriented and empowered to fully engage in all aspects of Boys State.

Whereas, the Boys State Handbook shall be revised to include a clearer schedule, legible campus map, more informed role descriptions, updated rules to Boys State (i.e. The phone Policy).

Be it resolved that the Boys State Handbook to be restructured to include a detailed daily schedule, on improved and legible map, role descriptions for all roles city, county, party, state, clearly organized sections, and implement all rules pertaining to Boys State.

Dean Erck – Assembly counselor believed that the appointments of the Assistant Attorney General and Assistant Comptroller WERE picked by the elected Attorney General and Comptroller until it was brought to the Attention of Chip Rayno – Governor’s counselor because Governor Brophy believed it should be so.  The Legislative staff agrees with this change of the appointer in the duties.  Executive Director David Corrido and Dean Erck plan to revise the book for 2026 as per Boys State procedure.

Title: Funding increase for Boys State Recruitment, Fundraising and Advertisement

Preamble: Boys State numbers have dropped to less than 700 in 2024 down from over 1000 before the pandemic.  This hurts the program’s ability to teach leadership and civic skills.  More support for recruiting, fundraising and advertising will help bring numbers up and keep the program strong.

Title: Operation Shelter Honor

Preamble: According to the NYS Comptroller over 990 veterans are currently homeless in New York State, with over half living in NYC.  The State has the funding logistical capability to easily solve this crisis.

Whereas, New York can end veteran homelessness with 1.422% of its $675 million housing allocation.  $9.6 million shall be used to provide 6 months of housing at $1,600 a month for homeless veterans in the state.  

Be it resolved, that NYS shall ERRADICATE veteran homelessness by directing $9.6 M from existing funds to over 6 months of housing for homeless veterans – because no one who served this nation will ever be left behind.

Provisions for financing – funded through the state’s existing housing assistance allocation.  No new taxes or bonds required.

Title: Green Streets, New Beginnings Act

Preamble: New York City’s Green Act of 2019 aimed to revitalize and clean urban spaces through environmentally conscious initiatives.  However, the city continues to face rising unemployment among vulnerable populations, including the homeless, formerly incarcerated individuals, veterans and unemployed youth.  This bill expands the Green Act by creating jobs in city beautification, sanitation and eco-restoration for these underrepresented groups.  Through transitional employment, job training and housing support, the city will reduce blight, promote recovery, and restore dignity to those in need.

Whereas, the cities of NY shall expand the Green Act of 2019 by creating environmentally focused employment opportunities for homeless individuals, unemployed residents, veterans and other vulnerable populations.  

Be it resolved, the cities of NY shall offer temporary employment in public cleaning, greening and sanitation to homeless individuals and unemployed or at-risk groups, paired with job training and housing assistance, and up to 12 months of transitional support.

Provisions for financing – funded will come from the existing Green Act budget and supplemented by surplus municipal funds, private environmental grants, and redirecting spending from nonessential social programs including those for undocumented immigrants

Title: Water-bottle Identification Act

Preamble: Currently, at the beginning of Boys State week bottles are handed to all citizens.  Since all water bottles are alike citizens are likely to misplace and pick up another citizen’s water bottle.  This is unhygienic and could lead sickness spread among boys.

Whereas, a label written with the citizens full name and ID number would make sure no water bottles are misplaced and lost water bottles could be returned to the proper citizen,  

Be it resolved, A waterproof label with the citizens ‘full name and ID number’ be given to citizens to add to the Boys State water bottle.

Title: Total Trust Bill

Preamble: State officials and legislators hold significant influence over policies that directly impact their financial holdings.  This presents a conflict of interest, and the duty of this body is to defend the integrity of public office.  Therefore, the restriction of financial management of state level officials and legislators is imperative.

 

(Whereas,) All state level officials, state legislators, and above are mandated to allocate all personal equity securities and cryptocurrencies to a blind trust fund on the assumption of all elected or appointed office for the duration of all terms, and there shall be an exception of federally allocated pension funds.

(Be it Resolved,) Annual reports be presented to the state Comptroller’s Office showing compliance with the aforementioned clause, and if found to be in violation of the bill, all funds outside a blind trust shall be seized.

Title: Price regulation on certain pharmaceutical drugs

Preamble: The ever-rising cost of essential prescription drugs in New York state and across the country has created a barrier to healthcare access for many residents particularly retired seniors who no longer generate an income, low-income individuals, people living with chronic, and unfortunately expensive to treat, medical conditions.  Unchecked price increases by pharmaceutical companies have led to unaffordable medications, placing pressure on state-funded health care programs, private insurers, and individual consumers.  To end this there must be reasonable price regulations on certain essential drugs in New York State.

 

(Whereas,) _currently New York has passed the “New York Affordable Drug Manufacturing Act, “which attempts to lower the price of prescription drugs by having the department of Health establish partnerships with the pharmaceutical companies and produce the drugs themselves.  However, as on can see from the state of the situation this is not enough. For example, Epinephrine, a lifesaving common among people with allergies cost upwards of $300 dollars, whereas, the cost of producing a two pack of EpiPens is only around $10-$30 dollars, then

(Be it Resolved,) Along with the production costs being labeled on the packaging for transparency,  to prevent this 1,000% upcharge and pharmaceutical companies robbing poor innocent people of the drugs they need to survive, there must be a hard cap on the price of pharmaceutical drugs varying for the kind of drug, and you must be over 100% of the manufactured cost and less than 1000% and able to be adjusted for inflation, which still allows the business to be profitable as decided by the Department of Health.

Title: GI Bill Extension Act

Preamble: The GI Bill has offered immensely valuable benefits to our veterans since its introduction in 1944.  But with the current direction of our nation regarding issues such as inflation now is the time to evolve this timeless bill for the sake of the men and women who served this country.  Especially, with whom that may find it difficult to find time for a fulfilling education.

 

(Whereas,) A modernized GI Bill would be capable of providing more relevant care to a much higher level for veterans of the United States Military

(Be it Resolved,) that the GI Bill offers an extended version to veterans who saw combat, with guaranteed priority in SUNY school applications, earlier instant admission dates, and universally full tuition coverage.

A state tax adjustment with a 0.1% tax increase on New Yorkers who make $750,000 or more a year.  Amend with a 0.03% income tax increase

Title: The Small Farmer Tax Relief Bill

Preamble: Due to the declining number of small-scale farmers and increasing concentration of land and market power in the hands of large farms, the sustainability and diversity of New York agriculture is at risk.  In order to combat this, financial incentives must be given to support farmers operating on a smaller scale.  

 

(Whereas,) Small farmers battle increasing financial pressure and are vital to the state’s rural economy; new farmers often struggle to enter the market due to high taxes and lack of support.

(Be it Resolved,) All farmers earning less than $300,000 in gross annual income shall be eligible for a 25% tax reduction from New York state income tax beginning in the 2026 fiscal year.

Title: Safe Track

Preamble: In 2023, 97 people were fatally struck by subway trains, either from suicides, accidents or homicides.  Each year both New Yorkers and travelers are endangered by unsafe railway conditions.

 

(Whereas,) this bill will initiate train/subway safety doors.  These doors will be implemented to save lives and will only open when passengers enter and exit a train car.  This bill will start with stations such as Lexington Ave in NYC and slowly spread safety doors across NYC stations and other stations across the state, and

(Be it Resolved,) Over a course of 10 years stations will be built across the state by construction crews that specialize with this technology.

50 million dollars will be spent per year on this bill which is .1 % of the 35-billion-dollar budget in transportation.

Title: Dorm Bathroom Cleanliness Act of 2025

Preamble: In order to promote hygiene and prevent upleasant orders, each dorm bathroom at Boys State should be equipped with at least on trash bin.  While a similar referendum passed at the General Election, this bill ensures that the idea is formally adopted as Boys State Policy and properly implemented.  Trash bins in bathrooms will help prevent the buildup of waste and improve overall cleanliness of the program.

 

(Whereas,) trash cans are not consistently present in all dorm bathrooms, leading to hygiene concerns and a lack of cleanliness.

(Be it Resolved,) all dorm bathrooms at Boys State shall be stocked with at least one trash bin.

Title: The Buffalo – Niagara Corridor Tourism Enhancement Act

Preamble: In 2023, the Canadian Side of Niagara Falls attracted approximately, 13 million visitors who generated over 2.4 billion dollars in direct tourism spending, while Niagara Falls State Park side saw 9.4 million visitors and roughly $1.08 billion in visitor expenditures.  This billion-dollar gap persists because outdated parks, pedestrian plazas, and lack of capital for restaurants and retail to capture tourists’ dollars.

LOTS of lessons from this bill.  They worked out a problem the Assembly had adding expense to Boys State.  The Senate amended its bill to include language that a physical privacy on voting be introduced.  This makes 3 success years the Boys of Boys State wanted privacy in their city and county elections.  I know that some counties the boys for office turn around and the clerk puts his hand over their heads and secretly vote.  This would qualify as a physical way to honor this request and I agree as a party counselor it is a BEST practice among many of the long-time boys State counselors to ‘offer’ that option.  I SUBMIT we should talk to city and county counselors regarding this constant desire for voting privacy being addressed the last 3 years and go for offering them this version of private ballot or encourage them to develop their own.Introduced in the Boy’s State SENATE 2025 Bill Number: S -28

Preamble: Across New York State, property owners have faced increasing difficulty removing unlawful occupants commonly known as squatters – from buildings and homes.  In many cases, these individuals exploit legal loopholes to claim tenancy rights despite having no lease, no payment history, and no legal agreement with the property owner.  This undermines private property rights, strains law enforcement resources, and places an unfair burden on lawful citizens.  This following act is proposed to close these loopholes and restore fairness.

Whereas, Squatters in NY can gain tenant protections after occupying property for just 30 days, and

Whereas, this loophole forces property owners to undergo costly and time-consuming evictions to remove unlawful occupants, and

Whereas, these situations often also include fraud, property damage and lost income for rightful owners, and 

Whereas, law enforcement is currently limited in its ability to act without court order, even in emergency situations, and

Whereas, this undermines private property rights and public confidence in the legal system, then

(Be it Resolved,) that this act will remove tenant protections from unlawful occupants and empower law enforcement to remove them within 72 hours upon request of a verified owner, restoring property rights to the legal owners.

Whereas, a structured and democratic impeachment process shall be implemented to maintain accountability and integrity in Boys State Leadership, and

Be it Resolved, if there is a motion to impeach an official there is to be a vote (not held by the accused individual) where a 2/3 majority must be obtained to impeach the official.  This follows a formal written motion citing specific violations of the Boys State Bible or convention rules or election rules, and

The opposition to this bill brought up good points that rules to impeach for cause can already be found.  Several believed spelling it out more will encourage it to be used more wasting time.  The Federalist party tried to impeach their Party Chairman 3 times.  It was a large waste of time but many learned lessons from it.  The political motives of the impeachment were universally accepted by the Boys State body by the end and although produced a good result in the nomination process for offices lost the group more votes than they won.  This bill reflects some of the frustration of the body for the fight for the chair vs producing results.  Great lesson.  I do not recommend making changes to the handbook to allow easier impeachments.

This bill was the Governor’s idea.  I assumed it was already like this and even made up a plan that reflected those appointments.  The Governor did the right thing here too talking to the Boys State committees of both houses and the both introduced the same bill with almost unanimous support.  I agree with this change to the procedure and hand book and I applaud the Governor for pointing it out to counselor in charge of the Governor and following the correct process to ‘make REAL CHANGE’.  Nice work here

Title: Price regulation on certain pharmaceutical drugs

Preamble: The ever-rising cost of essential prescription drugs in New York state and across the country has created a barrier to healthcare access for many residents particularly retired seniors who no longer generate an income, low-income individuals, people living with chronic, and unfortunately expensive to treat, medical conditions.  Unchecked price increases by pharmaceutical companies have led to unaffordable medications, placing pressure on state-funded health care programs, private insurers, and individual consumers.  To end this there must be reasonable price regulations on certain essential drugs in New York State.

 

(Whereas,) _currently New York has passed the “New York Affordable Drug Manufacturing Act, “which attempts to lower the price of prescription drugs by having the department of Health establish partnerships with the pharmaceutical companies and produce the drugs themselves.  However, as on can see from the state of the situation this is not enough. For example, Epinephrine, a lifesaving common among people with allergies cost upwards of $300 dollars, whereas, the cost of producing a two pack of EpiPens is only around $10-$30 dollars, then

(Be it Resolved,) Along with the production costs being labeled on the packaging for transparency,  to prevent this 1,000% upcharge and pharmaceutical companies robbing poor innocent people of the drugs they need to survive, there must be a hard cap on the price of pharmaceutical drugs varying for the kind of drug, and you must be over 100% of the manufactured cost and less than 1000% and able to be adjusted for inflation, which still allows the business to be profitable as decided by the Department of Health.

Title: The Stop the Squat Act

Preamble: Across New York State, property owners have faced increasing difficulty removing unlawful occupants commonly known as squatters – from buildings and homes.  In many cases, these individuals exploit legal loopholes to claim tenancy rights despite having no lease, no payment history, and no legal agreement with the property owner.  This undermines private property rights, strains law enforcement resources, and places an unfair burden on lawful citizens.  This following act is proposed to close these loopholes and restore fairness.

Whereas, Squatters in NY can gain tenant protections after occupying property for just 30 days, and

Whereas, this loophole forces property owners to undergo costly and time-consuming evictions to remove unlawful occupants, and

Whereas, these situations often also include fraud, property damage and lost income for rightful owners, and 

Whereas, law enforcement is currently limited in its ability to act without court order, even in emergency situations, and

Whereas, this undermines private property rights and public confidence in the legal system, then

(Be it Resolved,) that this act will remove tenant protections from unlawful occupants and empower law enforcement to remove them within 72 hours upon request of a verified owner, restoring property rights to the legal owners.

Title: Establishment of a Formal Impeachment Process for Elected officials

Preamble: There are many circumstances where an elected official, post-election, is found unfit for their position.  This can be determined by bias, misconduct, neglect of duty, and violation of Rules/Laws.  This Bill ensures a fair and constitutional method of removal for an official, if necessary.

Whereas, a structured and democratic impeachment process shall be implemented to maintain accountability and integrity in Boys State Leadership, and

Be it Resolved, if there is a motion to impeach an official there is to be a vote (not held by the accused individual) where a 2/3 majority must be obtained to impeach the official.  This follows a formal written motion citing specific violations of the Boys State Bible or convention rules or election rules, and 

Be it further resolved, all rules interpreted by the rules committee

The opposition to this bill brought up good points that rules to impeach for cause can already be found.  Several believed spelling it out more will encourage it to be used more wasting time.  The Federalist party tried to impeach their Party Chairman 3 times.  It was a large waste of time but many learned lessons from it.  The political motives of the impeachment were universally accepted by the Boys State body by the end and although produced a good result in the nomination process for offices lost the group more votes than they won.  This bill reflects some of the frustration of the body for the fight for the chair vs producing results.  Great lesson.  I do not recommend making changes to the handbook to allow easier impeachments.

Preamble: Switches the appointing power of the Assistant State Comptroller and Assistant Attorney General to their appropriate counter parts.

Whereas, The Attorney General appoints the assistant Attorney General, and the State Comptroller, appoints the Assistant Comptroller in NY State Government, and 

Whereas, currently the Boys State Governor Appoints both the Attorney General and Comptroller’s assistants, and

Whereas, both the Boys State Comptroller and Boys State Attorney General are ELECTED positions at Boys State, then

Be it Resolved, change the boys state handbook to call for the Attorney General and Comptroller to make their own appointments.

This bill was the Governor’s idea.  I assumed it was already like this and even made up a plan that reflected those appointments.  The Governor did the right thing here too talking to the Boys State committees of both houses and the both introduced the same bill with almost unanimous support.  I agree with this change to the procedure and hand book and I applaud the Governor for pointing it out to counselor in charge of the Governor and following the correct process to ‘make REAL CHANGE’.  Nice work here

Title: Protection Chronic Illness Victims Bill

Preamble: Those who are unfortunate enough to be born with or acquire a chronic illness throughout their life face thousands of dollars in monthly bills, operation costs, and equipment necessary for their independence and survival.  It is important that low-income families with chronic illnesses within the home have their right to independence and survival protected by the State of New York.

Whereas, The New York Department of Health and Human services will not be permitted to deny Medicare or medicade support for those who have been officially diagnosed with a chronic illness nor can they place any extra barriers in place to gain support that confirmation of an illness and proof of citizenship.

Be it Resolved, this bill will not allow any drops in funding towards those with chronic illnesses on Medicare or medicade, nor will it allow the creation of requirements to gain those service other than confirmation of citizenship, chronic illness, and a report of financial need.

Title: The Perfluoroalkyl and Polyfluoroalkyl Substance Control Act

  Preamble: Perfluoroalkyl and Polyfluoroalkyl substances (PFAs) are a class of synthetic “forever chemicals” that bioaccumulate in human tissue and the ENVIRONMENT, and have been scientifically linked to carcinogenicity as well as immunotoxicity and endocrine disruption.  Although NY has adopted maximum containment levels for PFA’s in drinking water, no uniform standard exists to limit their presences in food contact materials, packaging, firefighting foams and cosmetics.  To protect public health and ecological integrity, it is essential to prohibit the sale, distribution, and manufacture of consumer products containing intentionally added PFAs above scientifically derived thresholds. Prohibits sale of consumer product containing levels of PFAs above predefined thresholds. 

Whereas, PFAs compounds persist indefinitely in soil, groundwater and have bee detected in New York surface waters at levels associated with adverse health outcomes, and 

Whereas, The United States Environmental Protection Agency and the New York State Department of Health have concluded that no level of PFAs exposure can be deemed risk-free, yet most toxicological studies identify 20 parts per trillion as a prudent maximum migration limit for food-contact applications, and

Whereas, safer, cost-effective alternatives to PFAs exist for packaging, textiles, and firefighting foam, thereby rendering use of PFAs both unnecessary and detrimental to public welfare, then

Be it Resolved, The Department of Environmental Conservation is hereby authorized and directed to promulgate regulations, conduct periodic product testing and enforce civil penalties for violations of this Act.

Title: Deer Population Correction Bill

  Preamble: The Deer population in New York State has reached a level that is threatening to the state ecosystem.  Deer overpopulation causes shortages of resources other species need, additionally they destroy growing forests due to their tendency to eat young saplings.  A lack of predators has also contributed to this problem.

Whereas, the excess number of deer endangers resources that are necessary to a thriving ecosystem such as nuts, wild berries and saplings

Be it Resolved, that the bag limit for the species of all deer is increased to 3 per hunter (antler or antlerless).

Title: Semiconductor; support Act

  Preamble: This bill seeks to supplement the insufficiencies of the CHIPS Act (e.g. hesitancy on long term state support, concerns over tax or regulatory guarantees, and a tedious application on process for funds) in addition to addressing potential problems related to a dependency on foreign chip production (e.g. national security risks, threats to tech advancement) particularly in Taiwan which not only is threatened by geopolitical issues and national disaster, but also produce 90% of the advanced chips- many of which are used in Defense technologies.  Presently New York State has the emerging educational (Cornell, WPL, etc.) and industrial (Micron, Albang Nanotech) capably to be at the forefront of this field through tax incentives and financial support from the State

Whereas, by crediting a resource supply reliance fund to provide a means of protection aroused by the CHIP Act.  Additionally, 10–15-year tax credits (equal to 5% of business expenditures) for semiconductor companies has the capacity more contributors to this industry in New York State, then

Be it Resolved, New York State would create a semiconductor against possible supply chain issues and could move operations to the state as the result of the afore mentioned tax incentives.

Title: Act to Mandate Expedited Advanced Nuclear Energy Deployment

  Preamble: The Legislature finds that, pursuant to Article XVII of the New York State constitution and the climate Leadership and Community Protection Act (Chapter 106 of the laws of 2019), the state is obligated to ensure reliable zero-emission electric generation; and that present renewable transmission capacity is insufficient to meet future load without dispatchable baseload power.  In view of the public necessity for climate -resilient infrastructure, this act mandates accelerated construction of advanced nuclear facilities and creates stator instruments for expedited siting.

Whereas, the consistent operation of the US electric grid is a matter of public health and safety, and

Whereas, renewable only infrastructure has proven insufficient for dep decarbonization under peak load conditions, and

Whereas, the state has both the technological and fiscal authority to deploy advanced fission systems that reduce risk and waste, the legislature declares the establishment of new nuclear generation to be a compelling state interest under both environmental and emergency authorities, then

Be it Resolved, there is hereby enacted Nuclear Development Authority (NDA), administered under the New York State Energy Research and Development Authority which shall possess exclusive jurisdiction over licensing, site selection and permitting of reactors certified under this Act and shall be exempt from municipal zoning, site review delays, local moratoriums.

The New York Nuclear Energy Acceleration Fund is hereby established and appropriated $10 Billion through the combination of general obligation bonds, reallocation of unencumbered clean energy fund balances, and federal match programs; with authority to issue 0% interest loans, performance-based grants, and tax arrangements to approved developers.

American Legion Boys State of New York
June 30 - July 3, 2024

American Legion Boys’ State is a week-long program that immerses high school youth (currently completing their junior year) in citizenship and leadership training. They learn the practical aspects of government as it exists in New York State, and come to recognize that the individual is integral to the character and success of government. They also participate in physical fitness, team work and other activities under the guidance of American Legion counselors and U.S. Marines.

Boys’ State takes place at Morrisville State College June 26 – July 3, 2024
