J. Lowell Fitzsimmons was born in the town of Alexandria, August 28, 1908. His parents were Robert F. and Jennie Northrup Fitzsimmons, and he attended Goose Bay school.

He married Alice Matilda Dorr October 25,1927 at the home of her parents, Starr Farm, Town of Brownville A devoted family man, he was very proud of his children James Lowell, Delores, Eugene Lawrence, Michael M., Colin Patrick, Carl Francis

In the 1930’s he was president of the Town of Alexandria Democratic club. He served as Alexandria Town Supervisor in the 1940s.

He entered the Army on May 18, 1944, at Fort Dix and received basic training at Fort Belvoir, VA. After Completing a course as a heavy equipment specialist,
he was assigned to an engineer school instructing officers in the use of heavy equipment. He was discharged Dec. 18, 1945.

His supervisor tenure spanned his military service during which time his wife was appointed to fill the temporary vacancy created by his induction. He stepped down in 1949, choosing not to seek reelection after five terms.
After stepping down as supervisor, he was appointed acting postmaster in 1949 following the retirement of Fuller F. Cornwall.

He was appointed by Gov. Averill Harriman to serve as Jefferson County Sheriff for 11 months in 1956 and then as County Clerk for 10 months in 1958. Jefferson County Democrats chose him to be their Chairman in 1960
succeeding James J. Butler. He held the post until 1966 when he was succeeded by attorney Daniel J. Scanlon Jr.

He was appointed by Gov Hugh L. Carey in 1976 to the Black River-Hudson River Regulating District. He served as Chairman in 1984, 1985, and 1987.

He was a communicant of St. Cyril’s Church, a former trustee of the John B. Lyman American Legion Post and a past member of the Knights of Columbus.

He died January 31, 1991.
